Brief narrative

An assessment of impacts conducted by Housing and Land Rights Network - India focused on the Kandara scheduled-caste families and other impoverished inhabitants of Bainsiria village. They have been the subject of institutionalized discrimination and spatial segregation due to their caste and class, relegated to make their habitat in the low-lying and flood-prone basin that, on September 2011, was inundated by a massive flood that also affected 4,500 in the village.

The details (attached below) reflect the impact assessment of a sampling of 25 of the 115 Kandara families to determine their costs, losses and damage from the flood. The data served as a baseline for critical analysis of the compensation on offer to them, and the analysis produce several recommendations for improving Odisha State measures at prevention and remedy.
