Call for Input for the report on best practices, challenges and lessons learned concerning integrated approaches to the promotion and protection of human rights and the implementation of the 2030 Agenda at the global level

Purpose: To inform the report on best practices, challenges and lessons learned concerning integrated approaches to the promotion and protection of human rights and the implementation of the 2030 Agenda at the global level pursuant to the Human Rights Council resolution A/HRC/RES/52/14, adopted on 3 April 2023.

Background

The Office of the High Commissioner for Human Rights is preparing a report on best practices, challenges and lessons learned concerning integrated approaches to the promotion and protection of human rights and the implementation of the 2030 Agenda at the global level pursuant to the Human Rights Council resolution A/HRC/RES/52/14, adopted on 3 April 2023.

As per operative paragraph 8 of the resolution, the Office is seeking input from States at the national and regional level, relevant United Nations and regional human rights mechanisms, United Nations agencies, funds and programmes, national human rights institutions and civil society organizations.

Member States decided in the Pact for the Future to invite the High-Level Political Forum on Sustainable Development convened under the auspices of the General Assembly to consider, in September 2027, how to advance sustainable development by 2030 and beyond (Action 12.b). This report will provide a timely reflection against this background.

Key questions and types of input/comments sought

In this context, interested stakeholders are invited to provide input to the report by addressing the following questions, which are meant to help guide submissions and are not intended to be exhaustive. When providing input, reflections on related gaps and challenges are also welcome.

  • What are key considerations for advancing an integrated approach to human rights and sustainable development for all by 2030? What are the main opportunities, challenges and lessons going forward?
  • Can you provide concrete examples of:
  • a) Delivering on the commitment to leave no one behind by designing development plans, programs and policies aligned with human rights norms and standards including the principles of quality, affordability, accessibility, as well as equality, non-discrimination, and participation.

    b) Action taken to eradicate poverty and tackle root causes of gender and other inequalities by integrating human rights approaches and recommendations from UN and regional human rights mechanisms in the analysis and SDG implementation strategies.

    c) Measures adopted resulting in stronger alignment of economic policies with human rights norms and standards as part of fulfilling the 2030 Agenda. This could include efforts to integrate human rights obligations into budgets and other aspects of fiscal policy to tackle inequalities and use maximum available resources for health, education, social protection and other human rights.

    d) Efforts to integrate the right to a clean, healthy and sustainable environment and related human rights in the endeavours to implement the 2030 Agenda. This could include examples of participatory climate action that empowers traditional stewards of the environment such as Indigenous Peoples and local communities.

    e) Advances in the realization of SDG 16 through strengthening respect for human rights, effective rule of law, good governance, protection of civic space and human rights defenders, and independence of institutions at all levels. This could entail examples of realizing SDG 16 both in its own right and as an enabler for the achievement of other SDGs.

    f) Advances in the realization of SDG 17, including good practices and key lessons learned on the collection and use of data (including disaggregated data) and integration of human rights considerations into efforts tackling debt sustainability.

  • Examples of effective global initiatives, including in the area of financing for development, that use human rights as levers to accelerate progress in achieving the 2030 Agenda and its Sustainable Development Goals. These could be State-led initiatives or initiatives led by other stakeholders that are particularly valuable, and which could be scaled up going forward.
