As Baku, Azerbaijan`s capital city, welcomes the 13th World Urban Forum (18-22 May 2026), HIC-HLRN reviews the host country`s housing and land rights record since 2000. This review provides a useful context for the biennial Forum, organized by UN Habitat.

Annexed in the report are a bibliography of references and compilation of incidents entered into the HLRN Violation Database.
